Springville Flag Contest - Professional Designer for refinement

Introduction
Springville City’s Public Art Program seeks a qualified professional designer or design team to refine up to 5 shortlisted flag designs submitted by the community. This collaboration will ensure the final flag reflects the city’s identity while meeting professional design standards. The refined designs will be presented for a final round of community voting, and the winning design will be officially adopted as the city flag.
Eligibility
This opportunity is open to professional designers or design teams with experience in branding, graphic design, or flag design. Familiarity with civic or community-focused projects is preferred. Local designers are highly encouraged to apply.
Scope of Work
The selected designer will:
- Collaborate with the selection committee to review and understand the symbolic intent of shortlisted community designs.
- Refine each design to enhance clarity, symbolism, and scalability while adhering to professional flag design principles.
- Provide up to two rounds of revisions per design based on selection committee feedback.
- Deliver final vector-based files suitable for flag production and digital use.
Design Guidelines
Refined designs must:
- Maintain simplicity and scalability.
- Accurately reflect the symbolic meaning of the original community submissions.
- Use a maximum of 2-3 colors with strong contrast.
Project Budget
The selected designer will receive $500 for their work, covering all professional fees and expenses.
Submission Process
Interested designers should submit their qualifications via Submittable by January 20, 2025.
Required Materials:
- Resume or CV highlighting relevant design experience.
- Portfolio with 3-5 examples of past projects (preferably flag designs or branding work).
- Statement of approach, describing how you would refine the community designs while preserving their original intent.
- Availability to meet project deadlines.

Selection Committee:
- Lee Taylor–Springville Historian
- Shaun Curley–Indigenous Representative/Historian
- Jake Smith–City Council Representative
- Chelsea Rosander–Community Board Representative
- Kelly Jensen–Community Board Representative
Designers will be evaluated by each committee member on the following criteria. They will rank each point from 1 to 5 and the total of the scores will be weighted at the following percentages:
- Quality and originality of portfolio work - 30%
- Experience with similar design projects - 25%
- Understanding of community-focused design principles - 25%
- Knowledge of Springville City and its history - 15%
- Resident of, or direct connection to Springville City - 5%
Timeline:
RFQ Submission Deadline: February 5, 2025
Designer Selection Notification: February 10, 2025
Refinement Phase Start: February 20, 2025
Final Files Due: March 20, 2025
Policies
- The city reserves the right to modify or cancel the RFQ at any time.
- Springville City will issue the artist a contract outlining the terms of the project.
- The selected designer will transfer ownership and copyright of the final files to the city upon project completion.
- The city will retain the right to reproduce the flag design for various purposes.
